Log:
Changes to support build on cygwin under Windows. Added work around to bin/combip/Makefile to fix block data on cygwin.
Added comment to make/make.defs about 32 bit build options and improved optimisation slightly.
Added bin/mpif90.cygwin for MPI linking under cygwin.
