 Oliver Lipscombe has reported problems with running the local option of
 tobyfit on a Windows Vista system. The GUI runs successfully but job
 submissions to localhost are reported as ACTIVE, but never return.
 Windows Vista and Windows 7 have "enhanced" firewall software built in and
 this is known to cause problems for MPICH2 which are being investigated.
